Level 3 - Vulnerable Sector Check (VSC)

This is a record check that can be used for:

  • Employment
  • Unpaid student placement
  • Volunteer work

This level of record check can only be done if you will be directly responsible for children under 18 years, elderly or disabled people. If that is not the case then you must fill out a Criminal Record Check (CRC) or a Criminal Record and Judicial Matters Check (CRJMC) instead.

Note: If your position falls under the Child, Youth and Family Services Act (CYFSA) and is governed by the Ministry of Children, Community and Social Services (MCCSS), you may be required to apply for the Vulnerable Sector Check – Broad Record Check (VSC – BRC). Please confirm with your employer if you require the standard VSC or the VSC – BRC if you will be provide direct care to a child.

  • You must live within the City of London at the time you submit your form
  • Two pieces of valid government issued identification, one of which must have your:
    • Full name
    • Date of birth
    • Photo
    • Signature

If your current London address is not on your identification you must provide proof of your London address. Examples of this would include a utility bill or rental agreement.

  • Required to provide specific agency name and position

  • Be 18 years or older, unless you are applying to a government organization (please see the “I want to know about” section for more details)

VSC checks will be uploaded to your online account. You will receive an e-mail notifying you that your VSC check is complete and is available to download an electronic copy. Instructions will be provided in the e-mail.

I want to know about...

Anyone who is:

  • Child (Under 18 years old)
  • Elderly (over 65 years old)
  • Has a physical or mental disability

The information released on a VSC includes:

  • Criminal convictions from CPIC and / or local police records
  • Finding of guilt under the Youth Criminal Justice Act within the release period
  • Absolute and conditional discharges
  • Charges before the court or judicial orders
  • Non conviction information when it meets the exceptional disclosure assessment
  • Not criminally responsible by reason of a mental disorder
  • Record suspension (pardon) information when authorized by the Minister of Public Safety

The fee is $15.  To qualify for the $15 fee, volunteers must have a current volunteer letter on agency letterhead that includes:

  • Your name
  • The volunteer position
  • What you will do as a volunteer and
  • Is signed by an agency official

All identification must be current. If your current London address is not on your identification you must provide proof of your London address. For example a utility bill or rental agreement.

  • Provincial driver's license
  • Foreign driver's licence
  • Canadian or foreign passport
  • Certificate of Indian Status
  • Canadian citizenship card (current photo)
  • Permanent resident card (current photo)

Secondary identification can be any type of government identification with your full name and date of birth, such as:

  • Birth certificate
  • Firearms licence
  • Boating licence
  • Any photo identification listed above

We do not complete Vulnerable Sector Checks for applicants under the age of 18 as the Youth Criminal Justice Act does not permit youth to apply for a record suspension (formerly known as a pardon). Since the purpose of this level of record check is to query applicants on the “pardoned” sexual offender database, this level is not relevant for youths. Applicants under the age of 18 can apply online for the level 1 – Criminal Record Check or the level 2 – Criminal Record and Judicial Matters Check if a government agency is requesting the check. Please see those sections of the website for more information.

We do not have a system in place to process 'rush' requests. We appreciate that everyone would like their check completed as quickly as possible, and we strive to minimize the turnaround time as best we can.

No, a vulnerable sector check can only be done for a position located in Canada. If you will be working outside of Canada you will need a Criminal Record and Judicial Matters Check (CRJMC)

Police investigations that do not result in a criminal conviction may be considered for release on a vulnerable sector check if:

  • The victim of the incident was a vulnerable person
  • There is a concern for the safety of vulnerable individuals

You can learn more about this process through the Police Record Check Reform Act 2015 (PRCRA).

Once you have received your record check, you cannot appeal the release of criminal convictions, however you can ask us to reconsider non-conviction information that was released. A reconsideration request must be submitted within sixty (60) days from the date the vulnerable sector check was completed.

There is a fee of $96.05 (HST included) payable to the London Police Service by certified cheque or money order.

A discharge is not a record of conviction but finding of guilt,  therefore a record of the discharge will exist for the life of the discharge.
