STATEMENT FROM POLICE CHIEF STEVE WILLIAMS

UPDATE- LONDON, ON (October 20, 2022) – Further to my previous statement, an internal review of the sexual assault investigations noted below have been completed, and I am satisfied that they were conducted appropriately. The investigations were conducted in accordance with LPS procedure, ensuring the victim was supported through referral to victim services, and that her wishes with respect to charges were followed.

As previously noted, and contrary to some media reporting, charges were laid regarding one of the investigations.  With respect to the second investigation, charges were not laid and that investigation has been finalized and closed.  As part of the review, LPS investigators spoke to the complainant and she has been provided with information regarding options, including having the investigation re-opened.

LPS continues to support and work with London’s Violence Against Women Community Advocacy Group to ensure best practices in victim support and investigation of sexual assault offences.

LONDON, ON (October 14, 2022) – In September of 2019, the London Police Service investigated two allegations of sexual assault. The same complainant initiated both investigations. The allegations were in relation to incidents that took place in March of 2018. One investigation resulted in a sexual assault charge being laid. That charge went through the court process resulting in the issuance of a Peace Bond. Charges were not laid in relation to the other investigation.

Given recent media reporting related to these matters, I have directed an internal review of the investigations. That review has commenced.

In all sexual assault investigations, the London Police Service utilize a victim-centered, trauma-informed approach which respects the wishes of complainants. In all cases except those dealing with intimate partners, victims are given the choice as to whether they wish to proceed with charges or not. Where a victim has declined to proceed with a charge, the investigation is finalized with the option to re-open the investigation at a later date should the victim change their mind.

The London Police Service works closely with its community partners to ensure that investigations are held to the highest standard while also meeting victim and community needs.  All sexual assault victims are offered support through Victim Services of Middlesex London and referral information to community resources.
