NEW AND RETURNING MEMBERS TO THE LONDON POLICE SERVICES BOARD
New and returning members to the London Police Services Board
LONDON, ON (November 30, 2022) – The London Police Services Board (LPSB) is pleased to announce the following Board member appointments by London Municipal Council at their November 22, 2022 meeting:
- Ms. Susan Toth, Citizen Appointee – Ms. Toth’s term is a continuation of her earlier LPSB terms which began March 31, 2017
- Mayor Josh Morgan, Council Appointee
- Councillor Susan Stevenson, Council Appointee
- Councillor Steve Lehman, Council Appointee
Their appointment terms are November 22, 2022 through November 14, 2026. Mayor Morgan and Councillors Stevenson and Lehman took their Oaths of Office at London Police Service headquarters on Friday November 25, 2022.
Susan Toth, currently the Chair of the LPSB, is a proud first generation Canadian, born in Calgary. She grew up overseas (in Saudi Arabia, Chile and Brazil) before returning to Canada by way of Halifax. She received a Bachelor of Science degree from McMaster University, and a Bachelor of Laws from Western University. She is fluent in Spanish.
Susan is a partner at the law firm of Polishuk, Camman & Steele. She practices employment, labour, and human rights law as well as general civil litigation. She also currently teaches at Western University. She is passionate about equity and social justice.
In 2017, Susan was the recipient of London Inc.'s Top 20 Under 40 Award and honoured with a Canada 150 Medal for her community contributions. She received the 2020 Ontario Bar Association Award of Excellence in the Promotion of Women’s Equality.
Josh Morgan was elected as London’s 65th Mayor on October 24th, 2022. Prior to that, he had served two terms as the City Councillor for Ward 7 being elected in 2014 and again in 2018 with support from 75% of voters.
Morgan was the first in his family to attend University after moving to London in 1998 to study at Western. During his time there, Morgan completed undergraduate degrees in Economics & Political Science, as well as an MA in Political Science.
Josh is an active member of the London community serving in leadership positions on multiple boards and organizations. He has previously served as the City of London Budget Chair for both the 2016-2019 and 2020-2023 multi-year budgets. He stepped down from that role when he was appointed Deputy Mayor in December 2020, a position he occupied until he was elected Mayor in 2022.
Josh has been happily married to Melanie, an elementary school principal, since 2007. They are proud parents of four children.
Councillor Susan Stevenson is currently serving her first term as Councillor for Ward 4. Susan graduated from Western University with a BSc in Mathematics & Statistics and was a professional accountant from 1995-2020 (CGA, CPA).

Councillor Steve Lehman grew up in Waterloo and moved to London to attend Western University. After graduation he moved to Toronto to work for Air Canada. The love of London drew him back to our city where he worked for Canada Trust before opening a small business downtown. He has two boys currently working and living in Toronto.
Steve was elected to London City Council for Ward 8 in 2018 and re-elected in 2022. He has served as Chair of the Civic Works Committee and is currently serving as Chair on the Planning and Environment Committee. He has served on RBC Place Convention Centre Board (Executive Committee), Covent Garden Market Board, Dearness Home Board, Huron Water Board, Hyde Park Business Improvement Association Board and the London Downtown Business Association Board.
Steve is a member of the Oakridge Optimists and Royal Canadian Legion Vimy Branch.
With a business downtown for over 30 years and as Councillor representing Ward 8 in the west end and living in Oakridge, Steve understands the challenges faced not only in the core but also in the suburban areas of London. He looks forward to bringing that wide perspective to the London Police Services Board.
