CRIMINAL HARASSMENT INVESTIGATION
London man charged by way of warrant
LONDON, ON (September 24, 2025) – Members of the London Police Service are seeking the public’s assistance in searching for a wanted man who attempted to lure two children by offering them toys.
On Wednesday, September 17, 2025, at approximately 6 p.m., a woman was outside supervising two young children on Empire Street when she observed an unknown man approach the kids.
The suspect male interacted with the children for approximately ten minutes before they returned to their respective homes. The suspect then left the area.
The children later advised their parents that the man was inviting them to go with him, and in return, he would give them a toy.
There were no reported injuries.
London police were contacted on September 20, 2025, and entered into an investigation.
Video surveillance from nearby residences was obtained and officers were able to positively identify the suspect male.
Efforts to locate the suspect have not been successful and are ongoing.
As a result of the investigation, Noel Paul, 38, of London, has been charged by way of warrant of arrest for one count of criminal harassment.

The London Police Service is sharing this information as we are concerned that Noel Paul may commit similar offences while at large. We are committed to the safety of the public and are working diligently to locate and arrest him.
A photo of the suspect is being shared in hopes that members of the public can assist us in locating him.
Investigators are urging anyone with information on the whereabouts of Noel Paul or have information in relation to this investigation, to call the London Police Service.
