Complaints

We appreciate feedback from the community about the service we provide. This page gives you all of the information you need to make a complaint about our police service.

You can file a complaint about:

  • The conduct of a police officer (the behaviour of a police officer)

LECA no longer accepts policy or service complaints. The Inspectorate of Policing has jurisdiction over policy and service complaints. 

All complaints made about a police service go to LECA. They will review the complaint and decide how to proceed. The police service in question, another police service or the LECA themselves may investigate the complaint. The outcome of all complaints are reviewed by the LECA.

  • If you do not know how to fill it out a police officer at Headquarters will help you.
  • Make sure you sign the complaint.
  • Submit the complaint. There are many ways to submit the form:

Online:

 You can submit your complaint online on the LECA website.

Hardcopy:

You can download a PDF version of the complaint form from the LECA website. This form can be submitted to us or to the LECA by one of the following methods:

  • By mail to the London Police Service

  • By fax to the London Police Service

    • You can submit a complaint by fax to 519-661-0077. 
  • By email to the London Police Service

  • Deliver in person to the London Police Service

    • You can deliver your complaint by attending the police station at 601 Dundas Street, London, Ontario. An officer at the front desk will forward it to the Chief of Police.
  • By mail to LECA

  • By fax to LECA

    • You can submit a complaint by fax to 1-877-415-4773.
  • By email to LECA

  • Send to any municipal, regional, or provincial police station in Ontario 

    • The police service that you send the complaint to will ensure that the complaint is delivered.

Each complaint is looked at individually by the Law Enforcement Complaints Agency and is handled according to the Community Safety and Policing Act, 2019 and LECA's Rules of Procedure

They will decide who investigates it and you will get updates about the progress of your complaint. The possible outcomes include:

  • Early Resolution
  • Informal Resolution
  • Informal Resolution via mediation
  • Disciplinary Hearings

We take every complaint about our members' conduct seriously. The Chief of Police will decide how to proceed after an investigation is completed. LECA must review these decisions and can direct the Chief of Police to take other action. The Chief of Police may:

  • Settle the matter by way of informal resolution
  • Find the officer guilty and impose a penalty without a formal hearing
  • Order a police disciplinary hearing be held
  • Decide that the complaint lacks evidence of misconduct
